ULB 提供四层/七层负载均衡能力，将流量分发到多台后端实例或容器服务，提升业务可用性与扩展性，并支持按需横向扩容。
- 典型场景：高可用 Web 服务、API 网关入口、多可用区部署、蓝绿/灰度发布
- 核心能力：健康检查、流量分发、与 VPC/EIP/安全策略配合，减少单点故障
English (Load Balancer - ULB)
ULB provides L4/L7 load balancing to distribute traffic across multiple instances or container services, improving availability and scalability and enabling horizontal scaling.
- Use cases: highly available web apps, API entrypoint, multi-zone deployment, blue/green & canary releases
- Key capabilities: health checks, traffic distribution, integrates with VPC/EIP/security policies to remove single points of failure
